No, Microsoft Forms doesn't allow uploading files from external users. It is said to be a security concern.
As a workaround, you can create a https://support.microsoft.com/en-us/office/create-a-file-request-f54aa7f8-2589-4421-b351-d415fc3b83af or in a SharePoint document library and add this link to the form. Another way is to go with another form designer. I can suggest Plumsail Forms, which has a direct integration with SharePoint.
