Is there a way to send a MS Forms reminder to the people who haven't completed the survey?

You can try the 'invitation' feature in Microsoft Forms. More details can be found in this KB - https://support.microsoft.com/en-us/office/send-form-invitations-and-manage-notifications-ca969c59-e27a-475d-9f24-4da924158949. With the invitation feature, you can send reminders to your audience.
Silje_C_F You could have the details of each repondent's email address in a SharePoint list, together with a second column for the date they responded. Then in Power Automate have a flow that triggers when each Forms response comes in, looks up the email address in the list and updates it with today's date. Then have a second flow with a recurrence schedule flow set to 1 day and to start at some date in the future. It would get all the items from the list where the response date is empty and, for each one, send them a reminder email.

Can I use this feature for an anonymous Form which is set to not record respondent’s name?
Either way, this method seems to be a lot more hassle than the feature that was there before. So preferable for Microsoft to reinstate the feature of sending reminders only to those who have not answered as shown by @LJMP21

Silje_C_F I agree. They need to bring back the only remind people who need to reply to a Microsoft Form.
Please hate to get reminded to do something that they have already done.

Silje_C_F an anonymous form will never record the address of the person who submitted it. If it could do so it would be a regulatory & compliance nightmare. You will never know who has submitted an anonymous form (and you can't can't get it to record any details about the responder). So the answer to your question is "No".

I understand that the method you provided will not work for this case.
But for the original question “Is there a way to send a MS Forms reminder to the people who haven't completed the survey?” it would be possible for Microsoft to provide this also for anonymous forms if Microsoft change their settings. Other survey providers can track responders while not showing personal information to the owner of the form. I think this would also be possible to incorporate in Microsoft Forms.
In my anonymous Form I have not checked the “Record name” box in Forms settings, but I have checked “One response per person” and “Only people in company x can respond”. To comply with this, Microsoft Forms needs some kind of tracking. But I, as a user/owner of the Form, am not able to see who has responded/not responded, and thus not able to see who has responded what.
In other survey providers I think tracking is done for IP-address while hiding this information from the survey’s owner when you choose anonymous forms.I will add this case as an improvement suggestion for Forms if not already there.
