Forms Deleting Issues

I reached my max of 200 forms. When I was trying to assign an assignment on Teams, it told me I had reached my 200 limit and to delete some forms.  I delete 160 quizzes two days ago.  Now when I attempt to assign a quiz, I still get the "you are at your max" message.  I have emptied my recycle bin.  Any suggestions?
