Can't share to external user

Hello, How can i share my Microsoft form to external user to edit? I used the option: "anyone with the office 365 work or school account can edit and collect response" but it doesn't work. Any sug...

    The people with whom you have shared the form should see a page when attempting to access it. Please share the session Id and correlation Id that they see on that page.

HI, There is no error, but the people i shared to can't access the link. It said they don't have authorized to access
