Cannot access Form within Teams Group all permissions verified

We have a new employee who has been setup as a member of our microsoft 365,  Teams and Forms.  She can login to forms.microsoft.com and access the form for edit.  She can preview the form but is told she has no permissions if she tries to submit a filled out form.  She can get into the Teams group and see the excel sheet that the Form edits/modifies.  She gets a "you don't have permission" message when she attempts to access the form.  Please help!
