Some staff with Scheduler role cannot view organization's booking calendar

I need two users to be able to view the Bookings calendar for the services they can access.  When they visit this link, https://outlook.office365.com/bookings/calendar , it just takes them to their generic bookings page instead of the calendar.  I cannot spot any differences in the users' access compared to those who are able to view the calendar.  Everyone appears to be set up the same way but only 2 cannot view the calendar when visiting this link above.  They have been set up with the "Scheduler" role.
