Copilot needs to be purchased separately (not included in E3 Basic Edition).
Go to the administration background: Microsoft 365 admin center > License > Users → Check whether the target user has been assigned a Copilot for Microsoft 365 license.
2. Check the scope of configuration
Go to Microsoft 365 admin center > Copilot > Settings → Make sure Fixed Copilot to guide clear cache is checked
Browser: Press Ctrl+Shift+Delete (Windows)
Application: within Teams/Outlook press Ctrl+F5 (Windows)
4. Update the application
Teams: Settings → About → Check for updates
Outlook: Update to the latest version via system app store or settings.
OP is referring to "Copilot Chat" which doesn't require a separate license and is included with M365 E3 (as per https://learn.microsoft.com/en-us/copilot/manage#microsoft-365--chat-eligibility)
