Here some answers for you:
Power Automate licensing: If you are using standard connectors, you do not need a Power Automate license. Some capabilities that do require a license are RPA or levaraging models from the AI Hub.
If you create agents that use flows with standard connectors, then you do not need any extra license.

Thank you for your clear explanation. I only just realized that agents are not included in the M365 Copilot license but are included in the Copilot Studio license, which is a different type of license, and I was not aware of that.
