Unable to Enroll Intune MacOS 13.3.1

You could check if it is disabled to add macOS in Intune.
Intune Admin Center > Devices > Enroll devices > Enrollment device platform restrictions.
Check here if registering macOS for personal ownership is allowed.

It's normally. Another macbook can enroll intune with the same setting
