Ever get a good answer to this? We are seeing the same behavior on probably 5% of our deployed devices.

It's a bummer - I managed to install our failing app if I do it manually with sideload and the APK file. With an exact same device that is not managed it is no problem to install the app from the play store. We have 145 managed devices, so not cool, google and microsoft!
