Recommendations to set up complex permissions site and library

Hi! Just so I understand correctly
You have 2 site collections, one that has 200 subsites and one that has 50 subsites.
These subsites contains information about one user each and that specific user has access to their subsite (so like a personal site?)
And you want a solution to grant 3 other users access to a subset of these subsites when required?
What is the end goal? is it to migrate to Sharepoint Online or OneDrive?
Subsites are still available in Sharepoint Online, but is rarely used in my experience.
