You cannot, no group type in Office 365 supports this functionality. Closest you can get to it are Administrative units: https://docs.microsoft.com/en-us/azure/active-directory/users-groups-roles/directory-administrative-units
VasilMichev Hi thanks for the feedback, what Azure AD plan i need to have for Administrative unit and the account needs to subscribe only the admin for group ?
You need Azure AD Premium license, either P1 or P2, as detailed in the article above.
