MFA - End User Registration
Is there a way end users can register and use MFA without Global Administrator having to enable it for end users before they start registration process ?

If you don't want to enable MFA on per-user basis, simply configure a Conditional Access policy instead.

VasilMichev- Can I do this with Office 365 Enterprise license like E1 ? or do I need to have Azure AD Premium licensing ?
You need the AAD P1 or equivalent.
End users wont be able to enable MFA.. it is something Global Admin has to do. Once MFA is enabled than end users will be able to set it up.
