I'm a SharePoint admin in my clients tenant and I don't have the ability to subscribe to the weekly digest from their message center. Is this expected behavior? Any plans to change this limitation?

Hi Dean,
I believe that the Weekly Digest mail is available to global admins only at this time. We are working on a Message Center role that will provide access to the Message Center, Weekly Digest, and Major Updates mails, and we expect this to be available in early 2018.
However, my recommendation is to have the global admin configure the Weekly Digest to be delivered to an Office 365 Group. It is then easy to add or remove users from that Group without having to change admin center permissions or Message Center settings.
