I found another group of people seems like Microsoft Support is assisting one user hopefully they figure this out.

1. Connect to Exchange Online With PowerShell
PowerShell:
Connect-ExchangeOnline
Set-OrganizationConfig -OAuth2ClientProfileEnabled $true
2. Regedit Users Computer
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\16.0\Common\Identity
Add DWORD 32:
EnableADAL
Hex Vaule:1
Close Outlook 365 reopen and there you go.
