Creating a form/checklist, that can be filled out by guests/unlicensed users

We want to create a check list template (work order), that we can send a link to for anyone to fill out, without requiring them to be licensed (or preferably not even have a Microsoft account). 

Is this in any way possible?

My first thought was a Word document template with questions.
Then I saw the "Forms" App

I also saw the possibilities with Sharepoint Lists with Power Apps, but I guess that is a definite no, without a licence.

Any other solution?
