Tax profile requiring an US-tax form for non-US account

Hello, all.

I am about to submit a first version of an app to MS team evaluation before it goes to MS Store and one of the steps is to fill out a tax profile.

While filling it in my partner center page, which is a dev account registered out of the US, it comes to a point where it wants a W-8BEN filled even after informing in at least 2 occasions in the same process that I am not based in the US, I am not US citizen and I don't pay tax in US.

Why does it still want a W-8BEN given the above explanation, and considering that any future revenue is not made in the US?

Any explanation will be appreciated.

    Hi, 

    You are only required to fill in the tax profile if you are publishing what we call a "transactable" offer. 

    A transactable offer means your customer will purchase your app directly from the Azure Marketplace / App Source and will pay the associated cost (that you have configured) to Microsoft (either as part of their Azure bill for Azure Marketplace or other subscriptions for AppSource).

    This means that Microsoft will collect the money from the customer and subsequently pay you. 

    Since Microsoft is a US company, they require that W-8BEN form to certify that they will be making payments to a non-US resident for tax purposes.
