Private Offers for customers outside the US

When creating a Private Offer for a customer outside the US i use USD but the customer will see the price in their local currency.

I know there is an Excel file that i can download that will show me the conversion.

My question is, based on which rate is this calculated and what happens if the private offer is valid for a few months and there are big changes in the conversion rate.

Here is the documentation that explains https://learn.microsoft.com/en-us/partner-center/marketplace/marketplace-geo-availability-currencies#how-we-convert-currency. "Microsoft converts offer prices using exchange rates sourced directly from the WMR exchange rates (4pm London WM/Refinitiv). Microsoft sources WMR rates on a monthly basis."
