Azure Marketplace - Could not Create marketplace item

I have a similar problem. Created a Managed application offer in Partner Center and Published to Preview stage. Tried to test get it now in our ( publisher tenant) and it is working. However when I try another tenant ( added already as preview audience) I am getting No Gallery Item error. Did not understand how same preview link is working in one tenant and failing in another.
