I found a solution for both my own tenant and a customer of mine that is ISV. So 2x Partner Center.
Microsofts FAQ actually mentions this issue:How to fix partner "Not Authorized" error when accessing site?
Partner user/organization consent to the "Modern Workplace Tools" and "Modern Workplace Tools (service)" applications is required.But since the Modern Workplace Tools app gets approved by an admin the first time a customer/tenant tries to visit MDX (given the user has permissions) - it leaves the service application without admin consent.
The Solution:
Go into Entra ID > Enterprise applications > "Filter for: All applications (if not found at first)".
Locate both apps and ensure they have been given admin consent. For my self and our customer, the service app was missing admin consent.
I can't even open that link you provided. Not authorized. It would be highly inappropriate to log this ticket in somebody else's tenant where I have access.
Have you submitted a support ticket or are you not able to get to that point?

I'm unable to reach to that point also. All it says is "Not Authorized". Please suggest

If you still facing issues, please confirm if you are using the work account?
Have you enabled cookies? Try once in incognito mode and enable cookies for cdx url in incognito mode window. It should give you more details about the steps required to give user consent..

Hi, i've followed all steps mentioned in this thread regarding the cookies and inCognito, as well as the signing in to myaccount settings page to enforce MFA, but the "Not authorized" remains.
Any other suggestions?
