AZ - 900 // WE HAVE A QUESTION
To generate demand, it's possible to provide official training through an MCT, including the necessary codes and a survey. However, vouchers and labs will not be offered. This is to provide the official training free of charge to companies and thus generate demand.

What you charge is your own commercial decision, even free, as long as you follow the other rules.
You don't have to offer labs. I have delivered AZ-900 without labs, just demos using my own Azure subscription. Not the best experience for learners but.
You don't have to offer exam vouchers either.
