Conditional formatting 1 cell = X% then make another cell red

I'm attaching a spreadsheet with that conditional formatting working. Here's what the conditional formatting dialog box looks like. I created it by highlighting the rows in column R and entering those rules you see (so no need to copy). But if you start with just one row, you should be able to copy down...you will need to make sure the relative and absolute references are what you want.
Just a word about Conditional Formatting in general--I often find I have to make several passes to get the results I'm looking for; it can be tricky learning the syntax, but don't get discouraged.
