Condiftional Formatting - New Row

Hi,

Not sure where the best place to put this request but basically I have a few rules on Conditional Formatting that I would still like to be in place when making a new line.

However when I put a new line in the CF rules don't apply to that line.

Basically, I need it so that if a box says '10' it colour's green, if it says '11' then blue or if it says 'CL' then orange.

I'm not sure if it's possible? 
If not, would using VBA work? If so, can anyone help me with how to code it?
