Combination to match each quantity in excel

I have a excel file with Size, color and quantity. A design team use this file to find out how many plate I need and how many of each size I will put in a single plate, so that total of each size quantity match. If possible exactly, if not possible then approximation would work and it could more or less 5.

A plate must need to hold total of 22 of each sizes. Remember, this number can vary. So, this should be flexible.

So, in summary, I need to know how many plates I need and sizes in each plate. So that each size quantity match (5% Add).

Consider, plate as like printing paper. sizes are image. I need to utilize the whole paper, so that I meet my size quantity as well as total quantity.
