No, it isn't, in as much as it won't work with the Teams Meeting add-in in Outlook:
"The Teams Meeting add-in is automatically installed for users who have Microsoft Teams and either Office 2013 or Office 2016 installed on their Windows PC. Users will see the Teams Meeting add-in on the Outlook Calendar ribbon."

In general Office 2010 reaches its end of support on October 13, 2020 and will be depreciated. Office 2010 is not listed as being supported in the https://products.office.com/en-gb/office-system-requirements as it is but it will work with Office 365 up until its end of support date along with Office 2013.
"Office 2013 connections to Office 365 services will be supported until October 2020."
