changing the background of the landing page on office 365 as a admin
No, that will indeed change the background. Further down the same page (next item in fact) is to change the banner (or navigation bar as it is labelled.
Logo appears at the top left of the page.
Yes you can change this for all users from the Admin Center. Go to Settings > Org Settings > Organization profile > Custom Themes. You will see the following options to change your themes settings including the background.

Does this not just change the banner? rather than the background?
Also where does the logo image appear if I add one?

When I change the background to the requested pixels 1366 x 50 this squashes it down to a banner look?
