Change normal.dotm into customized one

Hi, I would like to change the normal.dotm in Word for all employees in both the Word App as Word in Desktop.

I was used to do this by GroupPolicy, but Azure AD does not support this (in E3 license)...

I also want to add a company colour palette, company letter font and company Theme to all Office Apps. I do know the location:

C:\Users\UserName\AppData\Roaming\Microsoft\Templates\Document Themes

Also the startdocs for Excel, Outlook and PowerPoint, and the location of the Workgroup templates, I would like to control from 1 place.
