Can I delete all these preinstalled Windows 11 system programs on my new computer?

If you deleted those installed packages, some of the app wouldn't run because of missing dll files.

Yes, you can remove many of them, but you should be selective. Some are harmless bloatware, while others are deeply integrated system components.

Is there a reason for uninstalling, my recommendation is to keep them. They are prerequisites for other programs on your computer and uninstalling them will cause the dependent programs stop running. Best not to uninstall. It only takes just 1GB by the looks of it.
