win10玩游戏时有本地延迟的波动
win10玩游戏时插着有线网络会造成本地网络跳动，一分钟或更长时间发生一次，延迟大小为几毫秒或十几毫秒，在最新版本win10中甚至达到二三十毫秒的本地延迟，能感到游戏也会跟着轻微卡顿，此问题跟外网无关，插着usb有线网卡就没有延迟跳动了，系统版本1803和最近的21h2都很明显，1903会好一些，此故障都是发生在专业版上
