i hope you found the solution, sake of others Teams AA with MSTeam Resource Account is behave like incoming only with this license. When you required forward from one attendant to another via Service number you need domestic plan assign meaning enabled to dial outgoing. Answer to this problem is the sample rate of the existing Wav or mp3 file. reduce the sample rate using a tool and upload the new version solve the issue. Not a question but thought this should share in the community with my blog post and recent finding. Most common issues after moving/migrating users to Teams from SfB were few, Teams license assigned or assigned license change not replicate on time or delay. License was Phone System since this was Direct Routing work. is enable for Enterprise voice. Whether the user assigned a Voice Routing Policy. Whether the user assigned a Teams Calling Policy. Registar Pool missing/ empty. Hi All, Hybrid migration Ex2k16 CU latest and all other mailbox batch migrated without any issue except 1 mailbox failed and details shows 104 items were skipped. Move single user in a batch and 10GB capacity and 400Mbps internet still shows "synced status" in GUI and PowerShell shows - "WaitingForJobPickup" and 0% completed even after ran Resume-MoveRequest including -BadItemLimit 200 -AcceptLargeDataLoss. MS support no help and no premier support too. Facing the same issue and open a support ticket too and not solve yet (Less than 30min). My assumption and article says this is due to replication in Teams and M365 microservices in the M365 fabric.
