Stumped with View in Sharepoint library

I have a user that on the web can't see all the files within a folder after a certain number is shown. I've changed and saved the view to show 50 items but still, all he sees is maybe the first 30.  Anything after that is just not shown.

When I first made the change, it looked like it worked, but after he exits the browser and goes back in, the short view again.

So this one has me scratching my head a bit.

I've done the clear cookies and stuff and still, it short views.
