SharePoint Online Structure query

I have a question around structure. We've previously setup SPO sites with no vision or roadmap for our SharePoint Infrastructure and we're now at a point of planning this.

We currently have a few modern team sites and many modern communication sites - most of which are part of a hub and the main reason behind using a hub for the communication sites is that news can feed down from each site in the hub to the main hub site - now I understand with recent developments of the News web part sites, no longer need to be part of the hub for it to pull news from their news sections?

As an example we have an IT team site and several sub-IT teams that are linked to the navigation of the main IT team site. We also have an IT communications site that is aimed at end-users in the business - specifically for our Intranet that is made up of many communication sites and currently in a Hub.

Based on the below image from Microsoft, would it make sense to create a hub site from the IT Communication site and add our IT team sites to the IT Hub? As the Communication site will be set as the Hub Home, it will have read-only permissions for all staff but the team sites will have unique permissions for the IT team and will not be accessible by non-IT staff unless manually delegated to the site permissions

 

Also going forward if you had a hub site with all user communication sites but wanted a private team site, would you create this in the /sites or /teams URL space?

Is this a good route forward when planning a SharePoint site structure to have an "All Staff" communication site for the business area, making this a Hub site and then joining team sites and any communication sites to this same hub and just managing the permissions differently for the team sites?
