Share document strange behaviour
Yes, I have seen that before - and it's documented in Chapter 9 of "Office 365 for IT Pros"...

Not sure to understand exactly your problem...
Unchecking the first two boxes under "Access Request Settings" for a site collections disables in practice for non-owners, whatever their permissions, the ability to break inheritance and/or to add new permissions. Owners, of course, mantain this ability anyway.
Hence that setting is commonly used to inhibit "resharing" by non-owners.
What do you think that does not work as expected in your case?

Well the issue is that even with "Access Request Settings" unchecked on the site collection...a "non-owner" i.e. teamsite member is still able to share documents with non-members of that teamsite.
Maybe I am missing something here.
