Set File only open in browser Sharepoint Online

Hi,
I have a file Excel that I want to edit but I want this file only open in browser with everyone. And only this file. Is there any way to set permission?
Please help me. Thanks.

In this case, I would put the file in a separate document library and configure the library so that all files are openend in the browser by default. However, users with Edit permission will always be able to switch to open in the desktop app. This is OOTB behaviour and will require some serious dev skills to customize.
