Thanks for your reply.
You are right, my mistake. The version is SP online, the one included in the OFFICE 365.
The Publishing feature is disabled.

Probably you would need to do some PowerShell to enable the Save as template option in the site: https://support.office.com/en-us/article/Allow-or-prevent-custom-script-1f2c515f-5d7e-448a-9fd7-835da935584f
