Permissions for generate a client id and client secret.

I'm trying to find what is the permission for users to be able creating a client id + secret + tenant id.

Does someone know what is the specific permission for that? 

She's getting this error when she clicks on Generate:

I tried give this user the permissions:

Application Administrator

Application Developer

Cloud App Security Administrator

Cloud Application Administrator

Btw - I opened a ticket to Microsoft support two days ago and no one back to me...
