List Permissions - Add Items and Delete Items

Hi there,

I want to prevent users from being able to add/delete files from SharePoint, however users need to be able to add comments in the existing files and tag others in those comments. Is this possible? Based on my testing, if I remove 'Add Items' and 'Delete Items' from List Permissions, they are unable to tag others in comments.

Would it be possible to consider blocking the abillity to delete, but still allow them to contribute by adding?

You could activate approval flow in your document library. That will ensure that only owners will see new items that have been uploaded, unless it is approved by the owners. In that way, you eliminate the risk of someone uploading something that is inaccurate.
