I have Windows 11, Microsoft SharePoint Background process running and OneDrive Sync running as well... yet I don't have the offline functionality.
Am I missing something?

I didn't have it either. I signed out of MS Lists and back in...the functionality is now visible :smiling_face_with_smiling_eyes:

It's March 2022 and even after I signed out and in again on MS Lists, I still don't see this feature. How is this possible?

Can you be more specific or point to a reference on which license packages contain the offline capabilities? I've been searching for a while and can't find anything.

Check or Ask to your admins if the App is turned on in your Tenant.
Unfortunately there is no precise documentation.
