How to install custom actions in SharePoint Designer 2007?
Can you try this from blogpost below. please type first three letters loo hit enter and you should be able to find lookup manager action in SP Designer 2007 it seems. Let me know if it helps

Hi there! we're using SP Designer 2007, not 2013 or the latest one, that's why we couldn't find that "Step 1" in order for us to search for the "Lookup". We're not looking for the "Manager" as we set it as variable so it will be visible, but for the "Looking" action, that is should be included in the Action Lists, and must be installed, but the problem is, we don't know how to install that custom Actions...
