Can None licensed guests open Office documents on a Shared Site

I'm trying to find out whether an external user that has no Microsoft licenses can open Office documents on a shared site that they have access to using the web office applications that are available on the site.

 

This is not a question about giving them access, as I know how to do that, but want to know what they will be able to do once they access that site. Whether they will be able to open any office documents contained in that site or not.

Non lisenced users can open and edit documents using the related Web apps, however, sharing must be enabled with external domains in the tenant settings and the user must have access to the site and documents in question (which you have mentioned) so other than ensuring the tenant settings are correct you should be able to begin sharing
