Approval at File and Folder level

Hello,

I'm looking at either a Microsoft or third party solution to implement when a user tries to access a file or folder stored within SharePoint (365) an approval email or notification is sent to a single or group of people to approve or deny access. I can see this is a feature on SharePoint sites but not at a granular file or folder level. 

Does anyone have any solutions that might achieve this?

I'm afraid the is not an easy solution for this even with a third party product. Normally you can catch the following events when working with files: a file was added/modified/deleted, but not when it was accessed. Of course, this is something Microsoft does with its audit log mechanism, but AFAIK we don't have an easy way to detect real time access to files and folders and trigger an approval process
