I have a mail stuck in my outbox I can't delete or send or move

hi, I upgraded my Outlook desktop for windows in the middle of sending an email ( my outbox has a 3 minute delay when sending out email) now there's a mail permanently stuck in my outbox and it can't be deleted or moved and it won't send. is there a way to get rid of it? it's been there for over one year now.
