I'm adding to my comment above. The search engine may be improved, but we are talking about U S A B I L I T Y here. Microsoft Outlook is, at least partially, a database, and as such, it needs powerful search tools that support the user in the quest for knowledge. I don't comment in the search engine...

infuriating this was declined to be fixed in uservoice and microsaoft has the Gaul to claim anyone like this awful change

Worst place possible to place the search box.Search, in Outlook, is a fundamental function and needs to be in a place that does not make the user experience worst.
