Prevent emails being forwarded to external recipients

I have a customer who would like to have an option for a subset of their users so that they can tag an email, and this will prevent the email being forwarded to external recipients. Is the best way to acheive this via message classifications and Transport rules?

I was intially looking at doing this via DLP, but it doesn't seem that this scenario is covered unless the email or attachment meets the conditions in the policy. Our scenario is that the end user should be able to choose to tag the message regardless of the content of the email/attachment.

    You can also create a policy under security and compliance. Make sure you create a custom policy and set the setting in the attachment if you need more options then the default select advanced and make your selection.

    It is also an option to set a transport rule. Like Nuno said. There is a option to set on all mail send to an external domain. and before it will be send someone needs to approve it. You can also select the domains that need approval before mail can be send to them.

    The best way is to create a Transport Rule to prevent the user forward email to outside.
