Office 365 user unable to email to external contacts
As I said, the best thing to do is open a support case, either via the O365 Admin Center or by calling support directly. They will tell you what to do. That NDR message usually means that you (or the user) has managed to get himself in the EOP blacklist. Open a support case and work with the engineers to get it fixed.
