Office 365 language inconsistency
SharePoint is a different beast altogether, sadly. Some of the SPO sites/pages use the "default" language that was used when the tenant was provisioned, but you should be able to turn on additional languages as detailed here: https://support.microsoft.com/en-us/help/2883180/you-can-t-change-the-default-language-for-a-sharepoint-online-site-col
jcgonzalezmartin might be able to explain it better than me :)
(1) Browse ODFB and clic on the Cog icon on the top bar
(2) Clic on Site Settings
(3) Clic on Language Settings under Site Administration
(4) Select French Language and clic OK
(5) (Optional) Sign Out from ODFB and Sing again. If everything goes well, the user should be the ODFB UX in French
For a SPO site the steps are similar.

As Juan says, you need to use "language settings" and it works. THANK YOU.
But you only have limited access to "Country and Region": You can only change timezone here. Else there is an error that is explained here https://support.microsoft.com/en-us/help/2824721/error-when-you-change-the-locale-setting-for-the-sharepoint-online-pub
