Does Office 365 E5 license a user for Skype for Business Server as well as for Cloud Voice?
If I buy E5, can i use it with an on-premise Skype for Business deployment... or do i need to move it to the Cloud? Can some users be on-premise while others in the cloud if they are all licensed for E5?

To expand on Nuno's point, some Office 365 plans provide what's sometimes known as “on premises access rights,” “dual use rights”, and “on premises use rights.”:
"Users licensed for applicable/eligible Office 365 services have use rights equivalent to a CAL for the purpose of accessing equivalent on premises workloads. For example, a user licensed for Exchange Online Plan 2 can use their USL (User Subscription License for an Office 365 Service) to access Standard and Enterprise CAL features of an on premises Exchange Server. "

If you download the product terms document from the link Nuno provided and go to 'Appendix A – CAL/ML Equivalent Licenses' you will see which plans this applies to and what CAL requirements this provides -
For Office 365 E5 this provides Standard, Enterprise and Plus CALs equivalent for the Skype for Business CAL portion of the licence requirements.

According to Enterprise Plans like E3 and E3 and refering that you will have the rights to use the resoures where your user resides.
