Does Office 365 E5 license a user for Skype for Business Server as well as for Cloud Voice?
If I buy E5, can i use it with an on-premise Skype for Business deployment... or do i need to move it to the Cloud? Can some users be on-premise while others in the cloud if they are all licensed for...

According to Enterprise Plans like E3 and E3 and refering that you will have the rights to use the resoures where your user resides.
