Teams voice Presence query

Hi Team - We have Teams voice set in Direct routing and are having issues with Call agents still receiving calls when offline/Away.

I Have busy on busy set, which works ok. We have Prescence based routing on, which doesn't work, it still put calls to agents who are away. Marking yourself offline/out of office doesn't prevent calls. This also affects people who are not in call queues, if they leave for the day and sign out, there phone will still riing,

Basically - I don't want anyone who is Offline or not available (away/busy etc) to be offered a call. Is this possible?

Ive followed all of the setup guides. my policies all look OK.
