No Recap - Video Recorded and Transcript is available.

I want to create a meeting recap for a meeting that was setup under an Outlook Group Calendar that I am a part of "Xteam" is the organizer, and the head of that team is the Owner.  The other thing is that as people join the meeting it notes that they have "temporarily joined the chat" - not a member of the chat. I can see a file "transcript" under Details and under Recap in "Content" I see the video. Transcript is empty?

1. Can I create a meeting recap if I have the recording and transcript?

2. What do I need to do to fix this moving forward?
